Long-term resident status in Cyprus: the MLT3 route

The cheapest permanent route in Cyprus, and the only one that gives free access to the labour market. Thirty euro against the €300,000 the investment permit wants. What it costs instead is five years and a file that has to be perfect on the day.

Who this is for

  • A third-country national with five years of legal, continuous residence in Cyprus
  • Someone who has built those years on employment permits and wants out of the tie to one employer
  • A UK national who arrived after the withdrawal arrangements closed
  • Not the route for an EU citizen — that is MEU3 — nor for a family member of one

What is required

  • Five years of legal and continuous residence immediately before applying
  • Stable and regular resources, sufficient without recourse to social assistance
  • Sickness insurance cover
  • Passport pages covering the whole five years — this is checked, not assumed

Documents to bring

  • Form MLT3, completed
  • Passport, plus copies of every page covering the last five years
  • Your residence permits for the whole period, and the ARC
  • Evidence of stable income across the years — contracts, payslips, tax returns
  • Social insurance record
  • Sickness insurance
  • Everything foreign officially translated and duly certified

What it costs

€30

The fee itself is trivial. What this route costs is the preparation, because a file that is not complete is not accepted at the counter at all.

The procedure

  1. Confirm the five years are legal and continuous, with the permits to show it
  2. Photocopy every passport page for the period — not just the stamped ones
  3. Assemble income, insurance and social insurance evidence
  4. Submit in Nicosia. This one is not taken at district offices
  5. Wait. Then chase, politely and in writing

How long it takes

Six to twelve months to examine. Budget for the longer end, and do not let a current permit lapse while you wait.

Where it goes wrong

Turning up with an incomplete file
It is not accepted at all. Not logged, not pending — refused at the counter, and the trip to Nicosia is wasted.
Going to a district office
Long-term residence is submitted in Nicosia only.
Copying only the stamped pages
The requirement is every page covering the five years.
A gap between permits
Continuous means continuous. A lapsed renewal in year three can undo the whole application.
Letting the current permit expire while waiting
Six to twelve months is long enough for a renewal to fall due. Keep the existing status alive.

How we help

We check the five years against your permits before anything is filed, because that is where these fail. Then we build the file to the standard the Nicosia counter applies, handle the translations, and go with you rather than let you make that trip twice.

Common questions

It is permanent residence for a third-country national after five years of legal, continuous residence, applied for on form MLT3. It costs €30 and it is the only permanent route that gives free access to the labour market rather than tying you to a named employer.

€30. That is what makes it striking next to the Regulation 6(2) immigration permit, which requires a €300,000 investment.

Six to twelve months to examine. Keep your existing permit valid throughout, because a renewal will usually fall due inside that window.

In Nicosia only. District offices do not take this application, and an incomplete file is refused at the counter rather than logged as pending.

Yes, and that is the point of it. An ordinary employment permit is tied to the employer named on it; long-term resident status is not.
